I have this exact problem as this thread:

Active VPN connection turns off/limits main WiFi connection - no internet access - help [1]

Essentially, the problem is that whenever I connect to a VPN, my WiFi connection becomes limited.
The hotfix is here [2], but only available for full windows; the solution isn't available for Windows RT.

I would very much like a solution for Windows RT users!

Does one exist?
